Arthur worked as a student attorney for the Opal Mitchell Lee Property Preservation Project. He provided legal services for the indigent community in Houston, where he handled probate cases and wrongful foreclosures. Arthur served as a staffer in the Texas House of Representatives during the 83rd Legislative session. He received resolutions from the Texas Senate and Texas House of Representatives recognizing him for his service to the the state of Texas. He then went on to become a legal intern for the Houston City Controller's office where he worked in the Treasury Division. Attorney Huggins has worked alongside public officials on the state and city level protecting the rights of Texans.
Attorney Huggins served as Assistant City Attorney for the City of Daytona Beach. As the litigation attorney he defended the city against personal injury claims. He counseled several redevelopment boards, as well the nuisance abatement board. Mr. Huggins headed the city's lien foreclosure suits. He also prosecuted municipal ordinances and code enforcement violations.
